Der Plan für die Gesundheitsreform hätte gut werden können - fair und ausgewogen. Hätte, betont ARD-Korrespondent Peter Mücke. Vor allem, weil sich der Bund in einer alten Streitfrage wohl weiter aus der Verantwortung nimmt.
